Short Description:

This is because you have not yet activated your USPS registration.  Call them to activate it.

Detailed Explanation

When register your cart account with USPS to use their real-time shipping calculator, they instruct you to call/email them to activate your account.  Specifically, they say something along the lines of "please call or email us to activate your account to production environment."  If you say something like you are ready to use their system and you have already registered, then they should know what you mean, or at least use hte word "production mode" if they are not sure what you mean.
