Short Answer:

By default, the ecommerce software does not stop shoppers from ordering from your online store as a safety precaution. You can change this in your catalog Settings

Detailed Explanation:

Go to SETTINGS > Catalog Settings > "Allow Orders for Out-of-Stock items"

As well as "Allow Orders for Items on Backorder"

and change them as needed.  You may be interested in the inventory system if you are trying to automatically prevent ordering on your online store (see related questions for more info).
