Short Answer:

Disable the required fields in your Authorize.net account.  This assumes you are not using a separate statical Authorize.net form on your site.

Detailed Explanation:

This error is a bit obscure, and a bug we have encountered in Authorize.net's system on several occasions.

To disable these go into your Authorize.net account and click:

Account > Payment Form > Form Fields

and then proceed to disable all the required fields in the billing section
