Short Answer:

TAX  & SHIP > Countries  (or states). PLEASE BE SURE that if you add a new country, that you add your shipping methods to it (if you are charging shipping of course).  If you are using any real-time shipping methods, be sure those shipping methods are enabled have their international methods enabled.

Detailed Explanation:

Go to TAX & SHIP > Countries  (or states) and put a check-mark next to the country you want to add.  Save changes.

If you are using shipping, then click  TAX & SHIP again, and underneath Shipping, click “All Methods.”  You can then add countries to whatever  shipping methods you have setup.  If you  are using a real-time shipping method such as UPS, then you do not need to worry about this latter step.
