The shopper should see an error instructing them to enable Javascript
If you do not have the header codes setup correctly (meaning you do not havethe NOSCRIPT section in it), then this error may not appear.

Detailed Explanation:

JavaScript has been a basic part of the web for almost 20 years now.  We have seen one case where the client’s browser (Internet Explorer) has become corrupted with spyware and therefore was not able to shop (in this case, they tried another browser, Firefox to resolve the problem).
