Short Answer

This is by design, and not a bug, to make your life easier.

Detailed Explanation

When you add a new Attribute, the inventory is generated so that all the new inventory combinations are displayed very close together, so that you can quickly enter in the new inventory amounts.  After you update the inventory, it resorts it in alphabetical order, making it easy for you to update next time you need to update inventory.
