Short Answer:

This is not a bug.   This happens if the order's grand total is $0.  If the order is $0, you do not need to  collect payment; that is why the checkout does not ask for a payment type in this case. One other possible reason that a payment option is not appearing is that you do not have any payment methods enabled (although this would be very unlikely to occur).

The most common reason that an order total would equal $0 is from promotions reducing the order price. You can see the Promotions total appears on the final payment page of the checkout.
